​Dr. Huang is a well-deserved outstanding professional expert not only in China-US economic cooperation, trading and investment, but also in China’s business relations with other countries. He held the position of the Secretary-General of the China General Chamber of Commerce, U.S.A. starting from its establishment in 2005 till 2015. With his solid knowledge and a variety of rich experiences both in the private and public sector, he has expanded business networks, established strategic and operational partnerships and promoted improved and effective interactions between the US and China business sector. Before joining the Chamber, Dr. Huang rendered his professional service as the Economic Minister Counselor in the Permanent Mission of China to the United Nations during the period of 1998 to 2004. In this capacity, he was deeply involved in UN and international activities relating to multilateral economic and social development, aid effectiveness, private sector partnering, south-south cooperation, early warning and preventive measures for international economic and trading interests conflicts, promotion of supplies by developing countries, etc.  Dr. Huang particularly represented China at the Executive Board of UNDP, UNFPA and UNICEF to review, negotiate, advise, propose and participate in Board policy and decision making for UN development and humanitarian programs.
